I'm not sure if breaking "Chain of Command" is an issue in the corporate world, but it seems like school districts with poor culture are plagued by the politics involved when a select few people have the ear of leadership. To help eliminate this from happening in our school district, we have developed and continue to refine a document called the "Guide to Addressing Employee Concerns." We make sure to take time to communicate and explain this information to our employees and community. We find having this document in writing empowers employees at all levels in our organization to handle situations at the lowest possible level, and helps build trust between the employee and direct supervisor.
